Eighty per cent of all 5.2 million healthcare clients used outpatient services (outpatient care) in public primary healthcare in Finland.
In 2024, the total number of treatment events implemented as visits or remote contact in public primary health care was approximately 37 million.
The use of public primary health care outpatient services varied by wellbeing services county. The services were used the most in the wellbeing services county of South Savo (84 %) and the least in Helsinki (68 %).
Outpatient health care was the most used service form
The highest number of outpatient health care events in public primary health care (15.7 million) took place in 2024. Of the clients, 2.9 million were in outpatient health care, which was approximately 52 % of the population.
Outpatient health care contacts with a physician decreased in 2024, but consultations increased.
Approximately 7.0 million treatment events were carried out in preventive services, 5.0 million in oral health care, 4.8 million in home nursing and home hospitals, 2.1 million in mental health and substance abuse services and 1.9 million in rehabilitation and support services.
About the data in more detail
Database reports are compiled from the customer information submitted to the Avohilmo register primary health care service from customer and patient information systems.
The reports are currently available only in Finnish and Swedish.
How to use the reports
- Quick reports can be used to check whether data sent from the information system has arrived in the Avohilmo register.
- The monthly data cubes and database reports provide an up-to-date view of the register data. However, the information has not been reviewed and may change after publication.
- The reviewed data are published in statistical reports. A statistical report is an annual summary of the key data on outpatient care in primary health care and of the data quality, presented as text, images and tables.
Avohilmo quick reports provide information on outpatient visits, customers, procedures and acute respiratory tract infections in primary health care.
You can compare visits by region or service provider. Service-provider-specific reports are based on the municipality where the office is located, and in regional reports, the municipality of residence is the customer’s municipality of residence on the day of the visit.
You can also view information by selecting different types of filters, such as urgency, visitor group, profession or the service sector.

Database cubes
Only those outsourced services that have been sent to the Avohilmo register by the outsourced service providers (public or private organisations) and which include the organisation ID of the outsourced service client or service voucher provider (OID code) will be included in the outsourced service visit reports.
If the organisation is missing from the report, the data has not been entered in the register. The organisation that has ordered the services, such as the wellbeing services county, is obliged to ensure that the information on the outsourced services they have purchased is submitted to the register.
Please note that information on outsourced services also arrives with the information provided by the public service provider (other Avohilmo reports). The organisation is responsible for distinguishing its outsourced services from the services provided by the organisation itself.
Database reports provide information on outpatient care diagnoses and reasons for visits.
In addition to the entire country, the reports can be used to view data by wellbeing services county and, in some cases, also by municipality.
Information by age group and gender can be viewed at the wellbeing services county level.

The database reports provide information on outpatient procedures in primary health care.
The reports do not include oral health care procedures available from the Quick report Procedures and their recording rates by month.
The data is recorded using the THL Procedure Classification.

Primary health care outpatient care statistics. The data is extracted from the Avohilmo register.
Description of the statistics
The primary health care outpatient statistics contain information on primary health care operations, such as outpatient visits and remote contacts in primary health care, customers, reasons for visits, procedures, follow-up treatment and infections.
The statistics are based on data received from service providers, such as wellbeing services counties, which are usually submitted daily from patient information systems to the Avohilmo register. The data content of the statistics has expanded significantly from 2011.
The data of inpatient wards in primary healthcare are reported from the data in the Terveys-Hilmo register.
Update schedule
Of the database reports, the quick reports are updated daily and other reports are usually updated once a month.
The statistical report is published annually from the previous year’s data. The publication schedule is indicated in THL’s publication calendar for statistics.
