THL’s Research Professor Pasi Moisio nominated as a member of a new EU High-Level Group of social protection and welfare state
Pasi Moisio, Research Professor at the Finnish Institute for Health and Welfare (THL), has been nominated as a member of the High-Level Group on the Future of Social Protection and of the Welfare State in the EU.
This expert group was recently set up by the European Commission with the task of presenting strategic recommendations on how to make social protection and welfare systems fit for the future.
The experts will study the future of the welfare state and its financing in the light of mega trends, such as demographic changes and transformation of the labour market. Demographic changes result in a shrinking workforce and an ageing population, whereas transformation of the labour market is affected, for instance, by digitalization.
The significance of other megatrends such as globalization and the emerging new risks are also taken into consideration.
The group builds its work also on lessons learnt from the COVID-19 pandemic. It will examine the interaction between social protection systems and other welfare policies, such as education, social inclusion, disability, healthcare and long-term care.
By the end of next year, the group will present a vision on how to reinforce European social protection and welfare systems to meet ongoing and upcoming challenges.
Pasi Moisio brings solid experience to the working group
Pasi Moisio is a Research Professor at THL, but also an Adjunct Professor at the University of Turku. He is co-leading the large INVEST Flagship that aims at providing a more equal and sustainable model for the future welfare state.
- Currently I am also chairing the Parliamentary Social Security Committee that aims at reforming the Finnish social security in the long-term. The task of the new working group is very similar to that of the Social Security Committee, Moisio says.
These two roles give him a unique perspective on the development of both national social security systems and EU welfare states.
Moisio received his PhD from the European University Institute in 2004. His research focused on the methodology of poverty measurement and multidimensional poverty dynamics in Europe.
- My current research concentrates on the social and health consequences of poverty and economic inequality. I also study the adequacy of social protection, welfare state institutions and policy evaluations, Pasi Moisio explains.
He has a long experience in high-level expert groups, legislative drafting groups as well as in scientific advisory committees. Moisio has chaired twice the expert group for mandatory evaluation of the sufficiency of basic social security. He was also a member of the steering group of Finnish basic income experiment.
