Organisation
THL's management team is in charge of the overall management of the institution. In addition to the Director General, the management team includes the RDI Director, the Communications Director and all the directors of departments. THL has five departments: Healthcare and Social Welfare, Public Health, Safety, Data and Analytics and Enablers. The departments are further divided into units and teams. In addition, RDI Management Team and a Communications and Influencing Unit operate directly under the management team. The Data Permit Authority operates in conjunction with THL.

Healthcare and Social Welfare
Healthcare and Social Welfare Department
- Monitors, evaluates, and researches the functioning, costs, quality, and effectiveness of the healthcare and social welfare service system and social security.
- Supports the development and integration of the healthcare and social welfare service system and social security, taking into account special groups and services at different life stages.
- Supports the Government in steering the service system, with particular responsibility for information steering.
- Steers and develops data management, documentation, and the processing of client data in healthcare and social welfare.
- Provides data products to support decision-making, steering, monitoring, and development of healthcare and social welfare services.
- Researches and anticipates the need for healthcare and social welfare services, develops the financing model for wellbeing services counties, and is responsible for calculating need coefficients that form the basis of funding.
- Supports wellbeing services counties and municipalities in promoting health and wellbeing.
- Monitors and researches the population’s mental health, substance use, gambling-related harm and addictions, as well as their risk and protective factors.

Public Health
The Department of Public Health
- Monitors, researches and models communicable and non-communicable diseases in the population and across different population groups.
- Prepares for and responds to health threats and evaluates the effectiveness of interventions.
- Acts as an expert and reference laboratory in microbiology and persistent chemicals in food.
- Promotes planetary health, wellbeing and social sustainability.
- Conducts intervention and behavioural research related to public health.

Safety
Safety Department
- Coordinates work against violence and child protection at the national level and supports the development and steering of services.
- Strengthens expertise and the knowledge base related to violence and child protection through research and project activities.
- Acts as a nationally centralised expert centre for forensic functions (forensic medicine and forensic chemistry).
- Performance-manages state social and health authorities (state child protection institutions, state psychiatric hospitals, prison healthcare).

Data and Analytics
Data and Analytics Department
- Is responsible for the institute’s knowledge base and ensures that the data used in decision-making, steering, monitoring, and development is reliable, comparable, and fit for purpose.
- Manages the lifecycle and quality of data and maintains and develops shared definitions and operating models.
- Produces interoperable, comparable, and usable data for further processing, as well as agreed analytics and reporting to support departmental work.
- Promotes the use of data that is findable, accessible, interoperable, and reusable.

Enablers
The Enablers department creates the conditions for leadership, organisational operations and achieving objectives.

Dr. Salminen is a public health expert with a PhD and professorial title. He has a long-standing career in infectious disease control and public health policy. He currently serves as Director General of THL and is a member of several European scientific advisory forums, including DG HERA and the ECDC Advisory Forum.

Dr. Tolonen holds a PhD in Public Health from the University of Kuopio and a title of docent position at the University of Eastern Finland. She has worked at THL and its predecessor since 1996. Her expertise includes non-communicable disease monitoring, environmental health determinants, and European health information systems.

Marjo Loisa holds a Master’s degree in Social Sciences and Business Administration and is a trained social psychologist. In addition, she has specialist training in the promotion of brain health. Loisa has extensive and versatile experience in the holistic leadership of communications, marketing, and brand management, as well as in strategic development work. She currently leads the Communications and Influence Unit at the Finnish Institute for Health and Welfare.

Otto Helve is a professor, a pediatrician, and specialist in pediatric infectious diseases and public health. He has held various senior roles at THL and the University of Helsinki, with a strong background in both clinical and research leadership.

Dr. Aarnisalo has a strong academic and clinical background, including a PhD, docent title, and Executive MBA. She has served in leading medical roles in both the public and private sector. At THL, she oversees research and assessment of health and social service systems and supports the development of regional and national services.

Dr. Pouta is a medical specialist in obstetrics and gynecology, MD and Adjunct Professor. She has a significant academic research background and, since 2007, has worked in leadership positions at THL and its predecessor, the National Public Health Institute (KTL). Currently, she heads the Safety department at THL and is responsible for the performance management of state social and healthcare agencies.

Ms. Nykopp holds a Master of Laws degree with court training and has completed several executive education programs. She is also a certified business and team coach. She has over 25 years of experience in public administration and currently leads THL’s enabling services, including HR, digital, strategic, legal, and financial operations.

State social and healthcare agencies steered by THL
THL steers the following state social and health care agencies: state child welfare units (state reform schools and the prison family unit), state mental hospitals (Niuvanniemi Hospital and Vanha Vaasa Hospital), and the Prison Health Care Unit. These independent employer agencies provide highly specialised social and health care services. The agencies belong to THL’s accounting unit.
Council of THL
THL's Council is responsible for supporting the institute's strategic leadership. THL's Council promotes the institute’s activities and the scientific research within its field of responsibility, as well as cooperation between the institute and its stakeholders.
In addition, the responsibilities of THL's Council include:
- anticipating changes in the operating environment
- evaluating the institute's activities in relation to the needs of society
- supporting the institute's strategic renewal
- promoting THL's societal role and impact
- challenging the institute to pursue innovative, customer-oriented activities that promote the well-being of the population.
