Accessibility statement
The Finnish Institute for Health and Welfare aims to ensure the accessibility of its websites and digital services in accordance with the Act on the Provision of Digital Services (306/2019).
This accessibility statement applies to the thl.fi website and was prepared on 4 May 2026. The statement is based on an accessibility assessment carried out by both an external expert organisation and THL’s own experts.
Accessibility status of the service
The service partially meets the WCAG 2.1 level A and AA criteria.
The following shortcomings were identified in the accessibility assessment:
- The website has been developed with all operating systems in mind, but despite this, the user experience with the VoiceOver screen reader is not optimal. The reading order of some elements may differ from the visual order, or their content cannot be determined programmatically when read with a screen reader (WCAG 1.3.2, 3.1.1).
- On the Registry and Archive service page, the numbering of task classifications may be interpreted by screen readers as calendar times (WCAG 3.1.1).
- On the Data and Statistics pages, screen readers read some interface terms and instructions in a language different from the language of the content, because the language setting of the Tableau reporting application is English (WCAG 3.1.1). We have informed the system supplier of this accessibility issue, because the language setting cannot be changed by THL.
- On the Data and Statistics pages, some statistical information is presented both as a chart and as a table. At present, the charts do not include an alternative description stating that the content is available to screen reader users on the table tab (WCAG 1.1.1).
- The colours of the map visualisations on the website are determined by the data, so the contrast between different areas and their border lines may not always be sufficient. The black border line is intended to support distinguishing between different areas (WCAG 1.4.11).
- On the Data and Statistics page, the content of the visualisations is based on variables selected by the user, and the text alternative is provided in table format. The order of the rows or columns in the table does not always fully correspond to the order of the content presented in the visualisation (WCAG 1.1.1).
- On the Blogs, Guidelines for Professionals and Our Services pages, after a search is carried out, the focus jumps to the top of the page (WCAG 3.2.1, 3.2.2). Screen reader users are not notified when the search results are ready or when the search has been reset (WCAG 4.1.3).
- It is not possible to start playback of YouTube videos from the first announced element where the screen reader focus lands; the user must know to navigate to the next element (WCAG 2.4.3). When the focus lands on the video, the user must switch to using the Tab key in order to move focus to the video controls.
- The Google bot validation (CAPTCHA) on the Feedback page does not work properly with a screen reader, because the audio does not distinguish between uppercase and lowercase letters, and no alternative validation method is available (new WCAG 2.2 criterion 3.3.8).
- The borders of the input field in the Chlorine Calculator do not have sufficient contrast against the background (WCAG 1.4.11). After the calculation is performed, screen reader users are not informed that the calculation has been completed or where the results are displayed (WCAG 4.1.3).
- Completing the Blood alcohol concentration calculator using a screen reader can be challenging, because some input fields are not associated with the label describing them (WCAG 4.1.2, 3.3.2). In addition, the calculation result is automatically updated in an inconspicuous place at the bottom of the form (WCAG 4.1.3).
Instructions for opening Tableau statistical charts in table format
The interactive Tableau charts on the Data and Statistics pages can be opened in table view using the following keyboard commands:
- Shift + Enter opens the table when the focus is on the chart.
- Ctrl + W closes the table.
These commands also work in the same way for users of the NVDA screen reader.
Improving the accessibility of the service
We continuously work to improve accessibility, and identified shortcomings are being actively corrected.
