Who are the instruction for?
This instruction is intended for all wellbeing services counties and joint county authorities for wellbeing services in Mainland Finland as well as the City of Helsinki, all of which are responsible for organising specialised healthcare services within their respective areas.
The obligation to provide data for the hospital productivity statistics is based on the Act on Wellbeing Services Counties (611/2021, Section 120), under which a wellbeing services county shall produce information on the wellbeing services county’s operations and finances for the steering, management and monitoring of the wellbeing services county’s operations and finances.
Purpose of the data collection
The Finnish Institute for Health and Welfare (THL) collects data for the hospitals’ productivity databases on the performance measures of specialised health care (such as inpatient care periods, outpatient periods and visits, and the number of other contact methods) and on costs by medical specialty. These data are essential for assessing and improving the productivity of specialised healthcare services and for identifying the factors underlying productivity differences.
Submission of data
Submit the service provision data on specialised health care to the Care Register for Health Care (Hilmo) in accordance with the instructions for submission of data to the Care Register for Health Care Hilmo (See the right‑hand column’s section Read also). THL extracts the performance data of specialised health care treatment activities from the Care Register for Health Care (TerveysHilmo).
Report the cost data for specialised health care service provision by medical specialty to the State Treasury’s Financial Data Service for Municipalities and Wellbeing Services Counties as part of the AURA financial reporting HHYTT reporting package, in accordance with the State Treasury’s instructions and schedule (see the right‑hand column’s section Further information elsewhere). THL retrieves the hospital productivity cost data from the the State Treasury’s financial database via the interface and/or the service Exploreadministration.fi.

Steps and Schedule for the Submission of Data
According to the Act on Wellbeing Services Counties (611/2021, Section 120) the wellbeing services county is responsible for the accuracy of the information it reports.
Validate the accuracy of the statistical dataset following the steps and schedule below:
THL extracts the statistical Hilmo data by the end of March.
THL delivers the feedback report containing the statistical Hilmo data to the wellbeing services counties, the joint county authorities for wellbeing services and the City of Helsinki for review and approval in April.
Review and comment on the feedback report by the end of April.
Notify THL of the need to correct the Hilmo data by e‑mail to benchmarking(at)thl.fi, if you identify any errors in the feedback report
Correct the Hilmo data in accordance with the instructions provided by THL.
THL combines the statistical cost data with the Hilmo data validated in Step 1 by the end of May. The Hilmo data corrected in Step 1 replaces the previous Hilmo data in the statistical dataset.
THL delivers the combined feedback report containing the statistical Hilmo and cost data to the wellbeing services counties, the joint county authorities for wellbeing services, and the City of Helsinki for review and approval during the first half of June.
Review and comment on the combined feedback report by mid-June.
Notify THL of the need to correct the Hilmo data and/or the cost data by email to benchmarking(at)thl.fi, if you identify any errors in the combined feedback report.
Correct the Hilmo data and/or the cost data in accordance with the instructions provided by THL.
THL retrieves the preliminary statistical data by the end of June. The data corrected in Step 2 replaces the previous Hilmo data and cost data in the statistical dataset.
THL publishes the preliminary statistical data in June with the available revised data.
Review and comment on the preliminary data by the end of August.
Notify THL of the need to correct the Hilmo data and/or the cost data by email to benchmarking(at)thl.fi, if you identify any errors in the preliminary statistical data.
Correct the Hilmo data and/or the cost data in accordance with the instructions provided by THL.
THL retrieves the final statistical data by the end of September. The data corrected in Step 3 replaces the previous Hilmo data and cost data in the statistical dataset.
THL publishes the final data (the statistical databases) by the end of September.
Notify THL of the need to correct the Hilmo data and/or the cost data by email to benchmarking(at)thl.fi, if you identify that the data contained in the databases do not correspond to the data verified by the wellbeing services county in Steps 1–3.
THL corrects the Hilmo data and/or the cost data to match the data verifyed by the wellbeing services county’s in Steps 1-3.
If the wellbeing services county corrects or updates the Hilmo data and/or the cost data after the publication of the statistical databases, the corrected/updated data will be included in the statistical dataset for the following year.
