Disability services

Approximately 150,000 clients in services for persons with disabilities 

An estimated 2.7 per cent of the population, or 154,000 people, were clients of services for people with disabilities in July, August and September 2025. 
These estimates are based on data from the Finnish Institute for Health and Welfare’s Social welfare monitoring register. The Social welfare monitoring register brings together social welfare data stored in Kanta Services and separately provided by wellbeing services counties. 

The introduction of Social welfare monitoring register will specify the estimated number of clients of services for persons with disabilities

Emphasis on clients aged over 65 in services for persons with disabilities

Fifty per cent of the clients of services for persons with disabilities were aged over 65, while 24 per cent of the population are aged over 65.

Monitoring of social services developing over the next few years 

The introduction of Kanta Services and the Social welfare monitoring register using it will multiply the information we have on services for persons with disabilities in the next few years. 

Currently, the data, for which various sources are used, have been compiled in a publication that is updated annually.

The impacts of the legislative amendment are monitored 

The new Disability Services Act, which entered into force at the beginning of 2025, changed several social services. THL monitors the changes with a separate follow-up. 

Services for persons with disabilities account for a significant part of the costs of health and social services

In 2024, the costs of services for people with disabilities totalled EUR 2.8 billion, which is an increase of 11 per cent from 2023.
