The 2027 Call for Applications for Appropriations for Health Promotion Is Open
The call for applications for the 2027 Appropriations for Health Promotion is now open. The application period runs from 11 May to 12 June 2026.
General priorities have been defined for the projects to be funded, and all of them must be taken into account in the project proposal. In addition, specific thematic priorities have been defined, and the project proposal must address at least one of them. The discretionary government grant is primarily intended for pilot and development projects that promote well-being and health. The preliminary size of the appropriation framework is EUR 13,700,000.
Appropriations for Health Promotion may be awarded to municipalities, wellbeing services counties, a non-profit organizations and other actors (including universities, universities of applied sciences, or other educational institutions), provided that Parliament approves the health promotion appropriation in the state budget for 2027. Agreements on health promotion projects may also be concluded with central government agencies and institutions.
General priorities
- The appropriation supports activities promoting well-being and health implemented by municipalities, as well as activities carried out jointly by municipalities, wellbeing services counties and a non-profit organizations.
- Activities must aim to increase the population’s crisis resilience by strengthening everyday functional capacity, community cohesion, and flexibility to act in rapidly changing situations. It is considered an advantage if the project supports reducing health inequalities between population groups and regions, including gender-based health differences. The project should also promote the inclusion and equal treatment of the target group.
- Activities must support the implementation of the Government Resolution “Promoting Well-being, Health and Safety 2030.”

Thematic priorities (headline level)
1. Strengthening well-being management by developing leadership and cooperation practices in municipalities and wellbeing services counties.
2. Promoting sexual and reproductive health by increasing children’s and young people’s awareness of rights and non-violence through sexual education.
3. Developing methods for preventive substance abuse work that utilise community prevention for vulnerable groups of different ages in various operating environments.
4. Developing the content and methods of drug education.
5a. Preventing youth violence and crime by strengthening children’s and young people’s community-based participation (primary prevention).
5b. Developing activities and structures that respond to youth problems and prevent street violence and crime in order to increase young people’s well-being (secondary prevention).
6a. Introducing the Kansallinen muistipalvelupolku model.
6b. Supporting the well-being and health of older people by increasing and renewing group-based activities that support functional capacity.
6c. Introducing cultural content developed under the Hyvinvointia kulttuurista ikäihmisille programme.
6d. Supporting equal opportunities for older persons to participate, engage in active citizenship and pursue lifelong learning.
6e. Promoting the health of informal carers and strengthening their resources and coping capacity.
6f. A support model for various burdensome situations in informal care.

Information session
THL will organize an information session on the call on 13 May 2026 from 13:00 to 14:00, covering key issues to consider when preparing the application (in Finnish).

Submitting the application – deadline 12 June
- Submit the application no later than Friday, 12 June at 16:00 via the Applyforgrants.fi service to THL. Applications must be submitted in Finnish or Swedish
- THL will review applications using a uniform evaluation method. The evaluation will take into account the priorities of the call as well as the quality, relevance and added value of the project proposals from a national perspective.
- The Ministry of Social Affairs and Health (MSAH) will decide on the projects to be funded in January 2027, based on THL’s proposal. The project period will begin at the start of 2027.
