THL's financing in 2025

THL spent a total of approximately 247 million euros on its operations. THL’s key funding sources include funding from the state budget, co-funded activities, and services subject to a fee.

Budget funding 2025

Of the funding used, EUR 75.5 million was operating expenditure appropriations allocated in the state budget for THL's basic operations.

In addition, a total of EUR 119.7 million was used for THL's operations from other budget appropriations in the state budget, the largest of which was the use of the vaccine procurement appropriation (EUR 54.9 million).

Joint funding and collaboration 2025

EUR 42.1 million of THL's funding consisted of income from joint funding and collaboration received from other funders.

Joint funding refers to funding received from a party outside the institution without the obligation to provide direct consideration to the funder. Joint funding is used to finance research and development projects, and their results are generally public. The most significant funders of joint funding were the Academy of Finland, the EU, various municipalities and cities, ELY centers and universities. Collaboration differs from joint funding in that the income from it is compensation for the costs of joint funding and joint projects received from other agencies.

Services subject to a fee in 2025

Income for services subject to a fee in 2025 was EUR 9.0 million.

Services subject to a fee refer to the sale of products and services on a competitive market or as statutory services performed at cost price. Such activities mainly consist of laboratory research and analysis, and Findata's data permits.

THL procurement

Our procurement is managed in accordance with the procurement strategy. We strive to take into account the different perspectives of responsibility in procurement (social, ecological, and economic). The operational management of procurement is based on the following categories: vaccines and medicines, research and laboratory, ICT and THL common. We conduct tenders in accordance with the Procurement Act and guidelines, fairly and non-discriminately, and we operate openly and take into account the requirements of proportionality. We publish all tenders exceeding the national threshold in Hilma, where you can view them and submit your bid.

Planning and monitoring documents

On this page, we publish documents related to the planning and monitoring of THL's operations and which are essential for its performance management. These include financial statements, performance agreements, and performance targets.

State agencies and institutions conclude their performance agreements and performance targets with the ministry of their own administrative sector. THL concludes them with the Ministry of Social Affairs and Health (STM).

The central plans for state performance management also include the budget, which is decided by Parliament.

THL's financial statements

The financial statements annually compile key information on, for example, our operations' finances, performance, impact and personnel matters. The financial statements also include a report by the Board of Directors.

Ministry of Social Affairs and Health's opinion on THL's operations

Ministry of Social Affairs and Health issues its annual opinion on THL's operations for the previous year based on the institution's financial statements and the accompanying report of activities. In addition, the opinion concerns those measures that are warranted by THL's financial statements and the National Audit Office's audit report and annual summary on them, as well as other reports.

Sosiaali- ja terveysministeriön sekä THL:n välisessä tulossopimuksessa sovitaan tulostavoitteet hallituskausittain. Sopimuksia tarkistetaan vuosittain.
