Healthcare and social welfare finances
THL has published preliminary data on the finances of the healthcare and social welfare services provided by the wellbeing services counties and the City of Helsinki for the year 2025. The final financial data on health care social welfare services will be published in August 2026.
The statistical report for 2025 will be published in autumn 2026.
In 2024, the net operating expenditure per inhabitant was EUR 4,395
In 2024, the net operating costs of healthcare and social welfare amounted to EUR 24.6 billion. The per capita costs were EUR 4,395.
The highest net operating costs of health and social services per capita (EUR 1,161) were in non-psychiatric specialised healthcare. The costs of somatic specialised healthcare and services for the elderly coves almost half (47%) of the costs per capita.
Somatic specialised healthcare covers 26 per cent and services for the elderly 21 per cent of the net operating costs.
The healthcare and social welfare services financial dataset consists of the financial statements, operating expenditure and investment expenditure of wellbeing services counties, joint municipal authorities and municipalities, based on the financial data collected by the State Treasury.

From 2023 onwards, municipalities have reported healthcare and social welfare revenues and expenditures arising after the establishment of the wellbeing services counties, as well as expert services and support for the promotion of wellbeing and health provided outside healthcare and social welfare services. These data have likewise been published in the statistical cube in August.
The time series for the statistical cubes of the joint municipal authorities end in 2022.

Description of the statistics
The service‑category‑specific financial data used in THL’s statistical report are based on the financial year 2024 data reported by the wellbeing services counties and the City of Helsinki to the State Treasury’s data service between 1 April and 5 September 2025. The data include service‑category‑specific operating expenditure and investment cost information.
The healthcare and social welfare services financial statistics contain information on the operating economy and investment expenditure of the wellbeing services counties and joint municipal authorities, as well as of municipalities and municipal federations, based on the financial data collected by the State Treasury.
The statistics include information on the operating economy and investment expenditure of healthcare and social welfare services from the perspective of both service providers and organisers, broken down by AURA service categories.
The State Treasury’s automated financial data collection for municipalities, municipal federations and wellbeing services counties began in 2020, initially covering budget plans. The AURA service‑category‑specific data collection was carried out for the first time in spring 2022 for the financial year 2021. This renewed data collection continues the municipal financial data collection previously conducted by Statistics Finland. THL utilises the collected data through the interface provided by the State Treasury.
During the spring reporting period, preliminary statistics are published as statistical reports on THL’s external website. The statistical reports are published annually in the autumn.
The statistical cubes for the 2022 reference year, as well as the Sotkanet and KUVA indicators, have been produced within Finland’s Sustainable Growth Programme (RRP), funded by the EU’s one‑off recovery instrument (Next Generation EU). The programme supports ecologically, socially and economically sustainable growth.
Update schedule
The data published always concern the calendar year preceding the publication. The statistical report is published annually.
