The situation with public health nurses and school social workers is at a good level, but there is room for improvement in the resources of doctors and psychologists
At the national level, the situation regarding public health nurses appears good when staffing resources are assessed in relation to the national staffing recommendations. The resources for school social workers are also positive from the perspective of early childhood and basic education. In upper secondary student welfare services, however, some challenges can be observed in regional school social worker resources. There is room for improvement in the resources of doctors and psychologists across all the above-mentioned services. In a long term perspective, the resources of all the professionals examined here have improved in maternity and child health clinics as well as in student welfare services.
The results indicate major differences between wellbeing services counties in the resourcing of all the services examined above. The differences are most evident in physician resources and in the resourcing of school psychologists.
The Move! process collaboration between municipalities and wellbeing services counties requires further development
In 2024, wellbeing services counties had made varying agreements with the municipalities in their area regarding cooperation and operating practices related to the Move! process (Figure 1). One third (33%) of the wellbeing services counties reported having agreed on cooperation and operating practices related to the Move! process with all or nearly all municipalities in their area. Just under one third (29%) had made such agreements with individual municipalities. More than one third (38%) of the wellbeing services counties had not agreed on cooperation or operating practices with the municipalities.

The data collection examines the preventive and promotive activities of social and health care service provision, as well as the structures and coordination of wellbeing promotion work within the wellbeing services counties. The data collection provides information on the situation in each wellbeing services county and offers comparative data against the national situation or other counties. The information can be used to support the management, planning, and evaluation of preventive and promotive work within the county. The collected data are used at the national level for developing, guiding, and evaluating activities.
Monitoring data are presented starting from 2024.
Update Schedule
The data is published every two years, in even-numbered years.
