Daily use of nicotine pouches has rapidly increased

Daily use of nicotine pouches has increased rapidly in Finland, especially among vocational students and young adult men. In 2025, about one quarter of boys and about one in six girls in vocational education and training used nicotine pouches daily. In 2024, approximately one in eight men aged 20–39 used nicotine pouches daily.

Daily use of nicotine pouches is clearly more common among boys and men than among girls and women. Among young people, use varies by level of education and is most common in vocational institutions. Among higher education students, the use of nicotine pouches was more common in universities of applied sciences than in universities.

Among the retired population, the use of nicotine pouches has remained low.

Daily smoking has been declining for a long time

Daily smoking has decreased significantly in Finland over the past few decades. There has been a strong decline in daily smoking in the working-age population (20–64 years) since the late 1990s, and in 2024, around one in ten working-age people smoked daily.

Gender differences in smoking have narrowed, but in 2024 smoking was still slightly more common among men than among women. In 2024, 11 per cent of men and nine per cent of women smoked daily.

In the retired population, daily smoking has remained fairly stable for a long time. Seven per cent of those retired smoked daily in 2024.

Daily smoking is nowadays rare among young people. Two per cent of young people aged 14–20 years smoked daily in 2025.

In the past few years, smoking has decreased, especially in vocational education and training, where smoking has previously been clearly more common. Smoking continues to be less common among students in general upper secondary education than among students in vocational education and training.

Smoking has also decreased among higher education students and is currently fairly rare. In the past few years, the decline has continued especially in universities of applied sciences, whereas among university students, smoking has already been at a low level for a long time.

The increase in daily use of e-cigarettes among young people has mainly begun to decline

Daily use of e-cigarettes has become more common among young people in the 2020s.  Their use is slightly more common among girls than among boys. In 2025, four per cent of boys aged 14–20 years and five per cent of girls of the same age used e-cigarettes daily.

In 2025, the use of e-cigarettes declined in most groups of young people. However, the upward trend continued among girls studying in vocational education and training. Daily use is most common among students in vocational institutions and in comprehensive schools. Among students in general upper secondary education, the use of e-cigarettes is less common. E-cigarettes are the most used tobacco and nicotine product among girls in grades 8 and 9 of comprehensive schools.

In the adult population and among higher education students, the daily use of e-cigarettes has remained rare. In 2024, approximately one per cent of working-age people and higher education students used e-cigarettes daily.

Daily use of snus has decreased over the past few years

In the working-age population, the use of snus is concentrated among men, while use among women is low. Daily use of snus became somewhat more common at the end of the 2010s, and it was most common between 2020 and 2022. From 2022 to 2024, the prevalence of daily use of snus declined, but remained at a higher level than at the beginning of the 21st century.

Snus is most commonly used by young men and boys. It has been particularly common among boys studying in vocational education and training. In the past few years, daily use has declined among students of all types of educational institutions.

The use of snus among higher education students is more common in universities of applied sciences than in universities. Since 2021, daily use of snus has clearly decreased among men in both universities and universities of applied sciences.
