Effective as of 1 February 2025
The Finnish Institute for Health and Welfare (THL), pursuant to the Act on the Openness of Government Activities, provides information, research, and copying services relating both to THL’s own materials and to the materials of its predecessor authorities held by THL. The services are subject to charges, with the exceptions provided for in Sections 34(1) and (2) of the Act on the Openness of Government Activities.
Requests for information and copies must be submitted by email or by post. The requester must include sufficient identification details with the request and state any legal basis for exemption from fees. Prices are subject to value-added tax at the applicable rate.
Services according to the price list
Paper copies made directly from documents using a copying method (copier or multifunction device), print size A4–A3. Copying performed by THL staff:
1–10 pages (A4, black and white): €10
Each subsequent set of 10 pages started (A4, black and white): €5
1–10 pages (A3, black and white): €20
Each subsequent set of 10 pages started (A3, black and white): €10
When documents are sent by post, a minimum fee of €10 is charged. For deliveries sent abroad, postage costs are charged in addition to the copying fee.
Information service
Unless another basis for fees is prescribed, a charge of €75 per hour is applied for locating and delivering information and documents, as well as for removing any confidential sections.
The minimum charge is €30 (30 minutes). Chargeable work exceeding 30 minutes is billed in units of each started 15-minute period.
Researcher service
Provision of extensive sets of documents for use by researchers at the institute’s premises (includes locating, retrieving and delivering the documents, as well as researcher services such as guidance and consultation, and the use of facilities):
€100 per hour.
The minimum charge is ½ hour.
