The purpose of the project, implemented under the Barents HIV/AIDS Programme, was to increase capacity of the Murmansk Region to provide and sustain services preventing HIV/AIDS among high-risk groups. Low Threshold Service Centres (LTSCs) were established in Murmansk and Kandalaksha to serve both for IDUs and bridging populations. Services include anonymous express testing on HIV, testing on hepatitis B and C, pregnancy tests, needle exchange, consulting in health and social issues, distribution of condoms and information materials. Training was organised for LTSC personnel in conjunction with other local specialists from the primary health care, social workers and others. The project was financed by the Ministry for Foreign Affairs of Finland.
