The situation in the Leningrad Region with HIV and increased amount of HIV/tuberculosis co-infections causes immense concerns both with local authorities and internationally. The infection spreads through injecting drug use and unsafe sex, which are the most common transmission routes.

The project aims at establishing two low threshold service centres for drug users, commercial sex workers and bridging populations in the Leningrad Region. It is planned to adjust the model used in Murmansk and Kantalahti to the Leningrad Region. The project includes collaboration between specialists from THL (Finland), Filha (Finland), National Institute for Health Development (Estonia), City of Narva (Estonia), Murmansk Low Threshold Service Centre and health authorities from Leningrad Region.
