The project aimed to improve capacity of specialists and service system to combat drug abuse and drug-related harm in Murmansk Region. The overall objectives of the project were reduction of drug use and drug-related harm in the region and development of successful partnership models for cooperation between sectors in their anti-drug work.

The purpose of the project was to identify and assess local and international good practices of successful partnership models to combat drug abuse and drug-related harm and give recommendations for the Murmansk Region. The main target group included the organizations in the Russian side which were involved in prevention of drug use and participated in the Intersectoral Anti-drug commission of the Murmansk Regional Government on combating drug use and illegal drug trafficking. The project was financed by the Ministry for Foreign Affairs of Finland.
