Objective of the project was to decrease psychological and behavioural disorders caused by drug use in Murmansk Region, psychoactive substance abuse of the population in general, HIV incidence by reduction of the infection through injecting drug use (IDU), and psychoactive substance availability in Murmansk Region municipalities.

Expected results of the project were 1) Relevant stakeholders identified and working groups formed, 2) All preconditions required to move focus of substance abuse prevention at the municipal level analysed, 3) Capacity of municipal authorities and specialists in methods of efficient anti-drug management increased, 4) Efficient tools for municipal anti-drug management created and assessed, 5) The “municipal anti-drug management” model implemented in the pilot municipalities and incorporated into the system, 6) A network (Polar Anti-drug Net) for more independent municipal anti-drug management and cooperation among the towns in Murmansk and Barents regions to combat drug trafficking and use established.
