The aim of the assignment was to strengthen the reform of the Libyan health system by performing a rapid review and assessment of the current state of the health system, especially primary health care (PHC) and mental health services. The outputs included (i) the preparation of a Concept Paper on PHC, giving an overview and analysis of international PHC concepts, systems and solutions, an overview of the situation in Libya, and recommendations for development actions; (ii) preparation of a Mental Health Policy Framework 2012−2025 in Libya, including a review on internationally accepted priorities and organisational models for mental health services, and proposals for targeted activities for service delivery in Libya; and (iii) supporting the Libyan authorities and experts, as well as WHO country office, in preparing and conducting the first National Health System Consultation Conference in August 2012. THL provided a team of five experts who conducted several field missions to Libya. The assessment and preparation of documents were conducted in close collaboration with Libyan and resident WHO experts.
