The purpose of the project was to support the implementation of a Capitation Payment (CP) model for primary health care through the capacity building for CP of its providers, including capacity building in IT management. The project supported the Ministry of Health (MOH), the Health Insurance Fund (HIF) and the local authorities in the municipalities and chosen PHC institutions through capacity building, the reorganization of financial management, and through IT user training. A special focus was directed at the adjusting and improving financing and budgeting, and internal financial management systems (including development and implementation of modern finance and accounting procedures) in accordance with HIF requirements.

The project included three components: 1) support to MOH and HIF on PHC-CP strategy and preparation of implementation; 2) capacity building of the PHC institutions relevant to CP; and 3) development and implementation of IT relevant to CP. STAKES is the leading firm in the consortium, the other partner is Euro Health Group (Denmark). The project was funded by the European Union.
