TA for the Ministry of Health and Social Protection

The overall objective is to sustain poverty alleviation and inclusive growth in Tajikistan through the provision of support for the development of national health and social protection systems geared towards equity, efficiency and improved quality, in line with the country’s sector strategies. The specific objectives are (i) to support the timely achievement of key sector policy objectives, and (ii) to improve management of life-cycle risks and vulnerabilities through better access to primary health care and social services.

The project purpose is to build the capacity of the MoHSP for policy development, health financing reforms, health and social protection sectors’ planning, support the monitoring of progress and performance and the resolution of implementation bottlenecks in the framework of the National Health Strategy 2010–2020; to support MoHSP on elaboration of health care and PHC standards and the introduction of mechanisms to ensure their application and supervision; to support the training and the building of training capacity for public health management and PHC specialists; to support the Ministry for the competitive procurement and distribution of pharmaceuticals; to support the Ministry and local authorities to develop a transparent and effective management system to upgrade and enforce standards, methodologies, processes to provide care for vulnerable; to support relevant authorities (central, local) and non-state actors on the outreach of social services; to support training and the building of training capacity for social workers and other social service professionals/organization.
