Service SystemThe responsibility for organising health and social services was transferred from municipalities to the wellbeing services counties at the beginning of 2023. At the same time, the structures of social welfare and health care were reformed. The structural reform is based on the need to guarantee equal access to and accessibility of services throughout Finland and in all population groups.
The development and planning of services, taking into account the possible special needs of immigrants, requires a strong knowledge base and research-based information on the well-being, health and factors affecting immigrants of different ages. In addition, clear communication and the flow of information between central government, wellbeing services counties and municipalities are needed.
The MoniTieto project strengthened the knowledge base on the health and well-being of immigrants, produced follow-up data on the topic and created a structure for regular data production. Research-based information was implemented especially at the regional and local levels to support the planning and development of services.
Goals
- Producing research-based knowledge on the health and service needs of young and adult immigrants.
- Productisation and implementation of the knowledge to support decision-making.
- Bolstering the understanding of different authorities, decision-makers and other actors in the field of integration on the status of immigrants.
Implementation
The project developed data production and published varied monitoring data on the health and service needs of immigrants. A special target area were the service needs and services of particularly vulnerable and young people.
The data was formulated so that it is easy to understand and utilise.
The research-based knowledge was implemented, especially at regional and local levels, to support the planning and development of services.

The project was funded by the Asylum, Migration and Integration Fund (AMIF) of the European Union.
