Interoperability and QualityXt-EHR (Extended EHR@EU Data Space for Primary Use) is a project that strengthens cooperation between EU Member States to improve the interoperability of health data and enable secure cross-border exchange of health information. The project supports the exchange of patient summaries, ePrescriptions and eDispensations, as well as medical images, laboratory results and discharge reports between Member States. In Finland, the project is implemented by the Finnish Institute for Health and Welfare (THL) and the Social Insurance Institution of Finland (Kela).
The Xt-EHR project supports the European Commission’s objective “A Europe fit for the Digital Age” by strengthening digital healthcare systems in Europe.
Goals
- Strengthen cooperation between EU Member States in the primary use of health data.
- Improve the interoperability of health data between EU Member States.
- Enable secure and seamless cross-border exchange of health data between Member States.
Implementation
The project prepares for the requirements of the European Health Data Space (EHDS) legislation in the primary use of health data. The work aligns the requirements of the upcoming EHDS legislation with existing eHDSI structures (the European digital service infrastructure for eHealth) and their cross-border services.
The project develops, among other things, implementing rules, technical specifications and guidelines for the compliance of patient information systems. This work supports the deployment of the European Electronic Health Record Exchange Format (EEHRxF) and strengthens the interoperability of cross-border digital health services.
Cyprus (NeHA) acts as the coordinator of the consortium. The consortium includes 25 countries and a total of 54 organisations.
