Interoperability and QualityFLaReS (Finland developing and deploying Laboratory Result Report as a new cross-border service under MyHealth@EU infrastructure in Finland) is a project aimed at developing and deploying a new cross-border service for the exchange of laboratory results. The project is implemented by the Finnish Institute for Health and Welfare (THL) and the Social Insurance Institution of Finland (Kela).
The FLaReS project develops the Laboratory Result Report (LRR) service, which enables Finland to send and receive laboratory data between EU countries as part of the MyHealth@EU infrastructure. The service enables the secure and efficient exchange of health data between EU countries and supports continuity of care when citizens move across borders. Citizens can recognise the services through the MyHealth@EU label (“MyHealth@EU”). In Finland, cross-border eHealth services already include ePrescriptions, eDispensations and the Patient Summary.
The project is part of the joint development work of the European Union Member States to advance cross-border digital health services. It also supports the gradual implementation of the European Health Data Space (EHDS) in Finland.
Goals
- Enable the secure and consistent exchange of laboratory data between EU countries by ensuring semantic and technical interoperability.
- Develop and deploy the Laboratory Result Report (LRR) service in Finland.
- Promote Finland’s integration into and participation in EU-wide digital health services.
Implementation
The project is implemented by developing data structures, specifications and national solutions for laboratory data to enable the exchange of information via the MyHealth@EU infrastructure. The implementation ensures both semantic and technical interoperability in cooperation with national and international stakeholders. The service will be integrated into existing cross-border eHealth services and national information systems.
The project is carried out by THL and Kela. THL is responsible for the data structures and semantic interoperability of laboratory data. Kela is responsible for the technical interoperability of the services and acts as the National Contact Point for eHealth (NCPeH).
