Joint action on health promotion and disease prevention including smoke- and aerosol-free environments (JA-SAFE)

JA-SAFE (Joint Action on Health Promotion and Disease Prevention including Smoke- and Aerosol-Free Environments) is a collaborative project funded by the European Union that aimsto reduce the burden of  non-communicable diseases, especially heart disease, and the  risk factors associated with them. The project focuses on reducing the use of tobacco and nicotine products, reducing exposure to tobacco smoke and aerosols,and preventing  alcohol-related harm at the individual level.

JA-SAFE supports the goal of a tobacco-free generation by 2040 in the EU's Beating Cancer Plan and the Safe Hearts Plan. The project produces and disseminates evidence-based approaches and good practices, strengthens the competence of the Member States and promotes the development ofnational policies.

More than 60 organisations from 23 European countries are involved in the project, including public health institutions, ministers, research institutes and universities, as well as stakeholders. The project is coordinated by the  National and Kapodistrian University of Athens (UOA) in Greece.

Goals

The main objective of the JASAFE project is to support the prevention of non-communicable diseases and health promotion in Europe by strengthening measures to prevent and reduce the harmful effects of tobacco, nicotine and alcohol.

The key objectives are:

  • promote the introduction and implementation of smoke- and aerosol-free environments (SAFE) in EU countries
  • discourage the initiation of tobacco and nicotine products and support the goal of a tobacco-free generation in the EU
  • to develop and expand effective tobacco and nicotine cessation practices in social welfare and health care services
  • prevent alcohol-related harm, especially for children and young people.

Implementation

JA-SAFE is implemented in 2025–2029 as a European cooperation project divided into five thematic areas. These include smoke- and aerosol-free environments, smoking and nicotine cessation, reducing alcohol-free harm, promoting a tobacco-free generation, and supporting health promotion.

The project will produce and promote tools, guidelines and good practices to support decision-making and practical implementation, strengthen the exchange of information between Member States and support the implementation of national measures. The project will utilise research data, expert cooperation and stakeholder involvement.

JA-SAFE works in close cooperation with  EU institutions, national authorities and international networks and disseminates the results widely to professionals, decision-makers and citizens.
