Mental Health, Substance Use and AddictionsThe Population Survey on Gambling aims to produce reliable and up-to-date research evidence on gambling participation, gambling-related problems and harms, as well as the development and overall state of the Finnish gambling market. The study will also provide important information to support the evaluation of the impacts of the gambling system reform scheduled to take place in 2027.
Data collection for the study will be conducted in autumn 2026, prior to the upcoming reform, and potentially again in autumn 2028 following the implementation of the new gambling system.
The study will contribute to the monitoring and research of gambling-related harms, as well as to the evaluation and development of prevention and reduction of gambling harms in Finland.

Goals
The objectives of the study are to:
- Generate information on gambling behaviour, attitudes towards gambling, gambling-related problems and harms, and the factors associated with them, as well as changes in these phenomena over time.
- Assess and examine the impacts of the gambling system reform on gambling behaviour and gambling-related harms in the population.
- Focus on information that cannot be reliably obtained from other data sources, particularly gambling (including online gambling) outside the official gambling system and exposure to gambling marketing.
- Produce novel research evidence on the effects of memory-based beliefs on the assessment of probabilities, and on the associations of these beliefs with gambling behaviour and gambling-related harms.
- Enable multidisciplinary research and collaboration at both national and international levels.
Implementation
Individuals aged 15 years and older who are permanent residents of Finland will be invited to participate in the study. The survey can be completed in Finnish, Swedish, or English. The study is intended to be repeated every two years.
The study consists of two sections, the latter of which focuses on a rotating theme.
The survey data will be supplemented with information obtained from national registers.
