ServicesThe project supports the implementation of the generic patient-reported outcome measure (EQ-5D-5L). Its objective is to promote the production and use of patient-reported information and effectiveness data in care and in data-driven management.
Finnish Institute for Health and Welfare (THL) works together with the wellbeing services counties to plan how the measure is implemented and how the data it produces can be used in care and in data-driven management both regionally and nationally.
The project is based on the national implementation programme for developing social and health care data management and effectiveness, which is part of the national service reform and the Government Programme of Prime Minister Petteri Orpo.
Goals
- A national generic PROM measure is selected for public healthcare.
- Some wellbeing services counties begin to use the measure, and others prepare to use it as part of healthcare service pathways, their monitoring and data-driven management.
- The wellbeing services counties receive an operating model for implementing and using the measure and for making use of PROM data.
- Proposals are prepared for indicators based on PROM data that are suitable for comparison between wellbeing services counties and for national steering, and that supplement the national core data.
Implementation
THL compiled information and experience on generic PROM measures and prepared a proposal for the national wellbeing measure to be used in public healthcare. In spring 2025, the Ministry of Social Affairs and Health (STM) selected EQ-5D-5L as the generic patient-reported outcome measure.
THL supports and guides the wellbeing services counties in the implementation, use and utilisation of the national wellbeing measure. Together with the wellbeing services counties, THL develops an operating model for implementing the measure in the regions and proposals for indicators that utilise generic PROM data. A roadmap is prepared for the period after the project.
