Uniform criteria for access to non-emergency treatment project

The project updates the previously published uniform criteria for access to non-emergency treatment and, at the same time, clarifies the roles of different actors in the drafting, updating and maintenance of the criteria. As part of the project, a shared digital platform for the uniform criteria will also be developed.

The uniform criteria are part of national content steering in health care. Their purpose is to support equality and non-discrimination and to help ensure the fair allocation of services. The project responds to current challenges, as there has been no established process for updating the criteria, some of the content is outdated, and the material is not easily accessible in digital format.

The project is carried out in cooperation with the Ministry of Social Affairs and Health, the Finnish Institute for Health and Welfare, the wellbeing services counties, specialist associations and other stakeholders.

Goals

The objective of the project is to update the uniform criteria for access to non-emergency treatment so that they correspond to current legislation, the operating environment and the needs of the service system. At the same time, a clear operating model will be created for the drafting, updating and maintenance of the criteria.

In addition, the aim is to clarify the roles of the Ministry of Social Affairs and Health, the Finnish Institute for Health and Welfare, the wellbeing services counties, specialist associations and other stakeholders, and to develop a shared digital platform so that the criteria will in future be easy to find, use and update.

Implementation

The project is carried out at the Finnish Institute for Health and Welfare on assignment from the Ministry of Social Affairs and Health, in cooperation with the Ministry, the wellbeing services counties, specialist associations and other key stakeholders. The work includes assessing the current uniform criteria for access to non-emergency treatment, identifying update needs, and defining a shared operating process for their further development and maintenance.

Implementation takes into account changes in legislation, the roles of different actors, and developments in the operating environment and the service system. As part of the project, a digital platform will also be prepared to improve the future availability, usability and updatability of the criteria.
