This page describes how the statistics for COVID-19 deaths are produced. 

The Finnish Institute for Health and Welfare regularly publishes the number of deaths related to coronavirus infections.

THL produces reports on coronavirus deaths for the follow-up of the epidemic through screening that is carried out in connection with checking the death certificates.

Statistics Finland draws up and publishes the annual official cause of death statistics.

What statistical information does THL provide on coronavirus-related deaths?

Deaths from coronavirus will be reported on the basis of the preliminary screening of death certificates in the following way:

  1. COVID-19 infection has been recorded as the cause of death – death because of COVID-19
  2. COVID-19 infection has been recorded as a factor contributing to death – death with COVID-19.

We report the deaths on out Coronavirus Map. The map is updated on weekdays at 12 noon. On the Coronavirus Map, you can find the deaths related to the disease and the recorded cases of disease.

Reporting on deaths related to COVID-19 has changed on 8 December 2022

Previously, reporting on COVID-19 deaths was based on a temporal connection between COVID-19 infection and death. In other words, all cases of death within 30 days of a positive COVID-19 test result were recorded as COVID-19 deaths.

How does THL produce its estimate of the number of deaths from coronavirus?

THL checks all death certificates written by physicians regardless of the cause of death. In this context, deaths caused by or related to COVID-19 are screened from death certificates for epidemic monitoring.

The Coronavirus Map reports deaths in which coronavirus has been the cause of death or a contributing factor. Deaths are recorded according to the date of death. 

How are COVID-19 deaths reported?

According to the law, the cause of death must be established for every person that dies. The cause of death of the deceased person is established medically if their death does not warrant a police investigation and a forensic examination.

The treating physician is the specialist who reports the cause of death of the patient and draws up a death certificate. The cause of death must be based on patient data and a physician’s examination and, if necessary, an autopsy.

If the death was due to coronavirus, the physician records COVID-19 infection on the death certificate in the diagnosis section.

In order to monitor the pandemic, it has been agreed internationally that deaths (root cause of death) caused immediately by a COVID-19 infection are recorded as causes of death due to the COVID-19 pandemic. In Finland, doctors have been instructed to do so when preparing death certificates.

If the physician has recorded a severe chronic illness as the root cause of death and a COVID-19 infection as the immediate cause of death, the COVID-19 infection will later emerge as the cause of death in the statistics. The doctor may also record the COVID-19 infection as a factor contributing to death.

According to the definition of Statistics Finland:

  • The underlying cause of death could be, for example, the disease that initiated a series of medical conditions that led directly to death.
  • A factor contributing to death is one that had an adverse effect on the development of the fatal condition and thus contributed to the death.

How are annual cause of death statistics produced?

Statistics Finland maintains the archive of death certificates and publishes annual statistics on causes of death and developments in mortality rates. 

The data in the cause of death statistics is based on death certificates and the underlying cause of death. They are checked by the THL Forensic Medicine Unit and then delivered to Statistics Finland. The cause of death data is supplemented with data from the Population Information System. 

For the cause of death statistics, the data for each year is completed at the end of the following year. For this reason, the data for the 2023 cause of death statistics will be ready at the end of 2024.

The annual statistics on causes of death takes into account those who were domiciled in Finland at the time of death and who died in Finland or abroad during the calendar year in question.

Are deaths in Finland higher than normal because of the coronavirus?

THL submits Finland's total mortality figures, i.e., all deaths,  weekly to the Europe-wide EuroMomo mortality monitoring system, which is also used for influenza monitoring.
