Unit

  • Manages THL’s data assets and knowledge base.
  • Leads and develops processes and operating models for THL’s health and welfare data repository.
  • Develops and maintains THL’s data production model and guides its use.
  • Develops and coordinates quality management and processes and is responsible for semantic quality.
  • Is responsible for developing the classification strategy and implementing it.
  • Is responsible for THL’s role as a statistical authority and for statistical production processes and quality management.
  • Is responsible for metadata and the consistency and quality of data structures.
  • Is responsible for and develops the Code Service.
  • Participates in national and international cooperation to support interoperability.
  • Is responsible for THL’s data permit service.
  • Is responsible for biobank operations (permits, processes, quality).

The unit is divided into three teams.

Development of Data Production

Team Manager Katariina Peltonen

The team is responsible for quality management of THL’s data production and the development of metadata activities. It develops and owns processes and operating models, ensures consistency, and coordinates governance at organisational level. The team leads national and international development (e.g. EHDS) and enables high-quality and effective data production with partners.

Interoperable Data

Team Manager Petteri Mäntymaa

The team ensures consistency of data semantics (concepts, vocabularies, terminologies, classifications, and code sets), their relationships and versioning within THL and beyond. It develops and maintains these and is responsible for the Code Service. Responsibilities also include metadata management, ensuring data traceability, and improving dataset discoverability, including development of data editing tools.

Data Operations Management

Team Manager Gustav Klingstedt

The team works closely with content departments to ensure consistent management, development, and requirement definition of THL’s knowledge base. The team is responsible for semantic quality, data management, and maintenance, and promotes usability of data resources. The team also coordinates data permit services, biobank operations, and THL’s statistical authority role.
