The Legal Affairs and Safety unit

• Is responsible for internal security, preparedness, risk management and internal control, and provides legal support.
• Carries out statutory forensic psychiatric authority duties.
• Is responsible for procurement, storage and distribution of vaccines and medicines.
• Participates in epidemic and pandemic preparedness and EU-level preparedness projects.

The unit is divided into three teams.

Legal Services and Safety Coordination

Team Manager Raimo Lepistö

The team provides legal support across the organisation, manages internal security and preparedness, coordinates risk management, and oversees internal control.

Forensic Psychiatry

Team Manager Aulikki Ahlgren-Rimpiläinen

The team is responsible for THL’s statutory forensic psychiatry duties, including assessments of criminal responsibility, dangerousness and decisions related to treatment.

Pharmaceutical Wholesale

Team Manager Toni Relander

The team is responsible for procurement and distribution of vaccines in the national vaccination programme, epidemic and pandemic vaccines, and preparedness-related medicines.
