Operational Steering

The Operational Steering unit is responsible for the THL’s management system, operational steering, development governance, and information management. It supports staff competence development and promotes shared leadership and organisational culture. It provides support services for operations and management.

The unit is divided into three teams.

Shared Services

Team Manager Toni Suutari

The team ensures compliance with the Act on Information Management and enables efficient document and records management. It also provides registry services, statements and hearings, information retrieval and library services, and executive assistant services.

Development Services

Team Manager Niina Isotalo

The team ensures effective and high-quality development activities and provides project services. It supports service development and maintains and develops portfolio management.

Operational Planning

Team Manager Niina Weckström

The team develops and maintains THL’s management system and the overall operational steering framework. It coordinates strategy work, organisational capabilities, performance management, enterprise architecture, leadership and competence development, and workplace wellbeing coordination.
