Head of Unit Niina Peränen 

The unit 

  • Monitors, studies, and evaluates healthcare and social welfare services for children, young people, families, working-age people, older people, and persons with disabilities, and participates in their steering. 
  • Supports service organisers and providers in developing multidisciplinary, integrated services and service packages. 
  • Promotes the consideration of prevention, functional capacity, and work ability within services. 
  • Produces data and provides solutions to support service steering, management, and decision-making. 

The unit is divided into three teams. 

Family and Disability Services

Team Manager Mari Viljamaa

The team monitors and produces information on services for children, young people, families, and persons with disabilities. It participates in the development and national steering of maternity and child health clinics, student welfare services, social services for families with children, family law services, and disability services. The team supports the development of nationally effective service practices and processes and promotes their implementation. It also supports the implementation of the Population Policy Programme. 

Functional Capacity and Services for the Working-Age Population

Team Manager Heli Valkeinen

The team monitors, develops and evaluates the overall provision of social and health services for the working-age population. It supports harmonised assessment of functional capacity and the use of related data, and strengthens the national knowledge base. The team studies and develops services and operating models that support functional capacity, work ability, and employment, and promotes functional capacity, work ability, and inclusion across population groups. 

Older People Services

Team Manager Satu Havulinna

The team maintains a national situational picture of the functional capacity of older people, their service needs, and the functioning of the service system. It produces information on service delivery, quality, adequacy, and management, and provides tools for assessing service needs and functional capacity. The team participates in steering services and the service system and supports peer development and the adoption of effective practices.
