Steering of Health and Social Care Information Management
Head of Unit Niina Haake
The core tasks of the unit are:
- To steer and develop information management in healthcare and social welfare at the national level in cooperation with stakeholders.
- To develop and steer documentation in healthcare and social welfare, as well as the high-quality processing of client data, at the national level in cooperation with clients.
- To coordinate the promotion of digitalisation in healthcare and social welfare.
- To steer and develop national information system services to promote interoperability, as well as to engage in cooperation at the EU level (including EHDS).
The unit is divided into three teams.
Foresight and Regulatory Steering
Team Manager Jarmo Kärki
The team is responsible for drafting regulations related to information management in social and health care, monitors and anticipates its steering, produces the national roadmap, and contributes to the governance of the overall architecture within its domain. The team coordinates the preparation of the European Health Data Space (EHDS) regarding primary data use. It coordinates and carries out studies for the Ministry of Social Affairs and Health related to the development of information management and conducts effective stakeholder cooperation within its area of responsibility. The team also coordinates the unit’s communications and publications.
Steering of Health and Social Care Documentation and Digitalisation
Team Manager Susanna Forss
The team is responsible for national documentation guidelines and participates in the development of data quality for both primary and secondary use. It develops client and patient data processing and operating models in cooperation with wellbeing services counties, other social and health care actors, and system vendors. The team provides support, training, and communication related to information management and documentation. It promotes and supports the digitalisation of the service system (including technological and AI development). In addition, the team is responsible for the unit’s network and customer collaboration, develops customer work within the department, and supports the implementation of the European Health Data Space (EHDS) within its remit.
Steering of Information System Services
Team Manager Marika Pentikäinen
The team is responsible for the operational steering of the Kanta services, as well as essential requirements and certification for information systems. The team participates in data structure work in cooperation with the Data and Analytics department and implements the European Health Data Space (EHDS) within its responsibilities. The team is responsible for specific projects and studies (including information management of medication, the implementation of KEJO in social and emergency duty services, and other studies and concepts related to the strategic and regulatory steering of the Ministry of Social Affairs and Health).
