If you have received a data permit for THL’s data from Findata, you do not need to submit a separate data request to THL.

If you have received a data permit from THL, the data request is also submitted directly to THL. You will receive more detailed instructions on how to submit the data request in connection with the permit decision.

Submitting a data request

The purpose of the data request is to describe what data is requested and, if necessary, on what grounds.

Submit the request by email and define the data in an attachment.

Submit the data request by email

Send the data request to:

Use the following subject line:
Data request – reference number– project name

  • Include the reference number of the data permit, if available
  • Otherwise, use a clear and identifiable subject line

Include the following in the email

Briefly describe the purpose for which the data is requested.

In addition:

  • If a data permit exists, the right of access to the data does not need to be justified separately
  • If no data permit exists, describe the following freely in the email:
    • Background of the request
    • Legal basis
    • Purpose of data use
    • Data use plan

Attach a data specification

Attach a more detailed specification of the requested data to the data request.

Option A: Annex to the permit application (primary option)
Use the data specification prepared in connection with the permit application, if one exists.

Option B: Excel (if no permit application exists)
Prepare the data specification using Excel.

Fees

The fee for extracting research data is based on the working time required. A cost estimate requires a careful description of the extraction criteria and the data to be collected. The estimate can be requested in connection with the data request.

Fees are based on the Decree of the Ministry of Social Affairs and Health on chargeable services of the Finnish Institute for Health and Welfare (106/2025, Section 3).
