You need a research permit from THL if you are planning a study concerning clients of shelters, mediation in criminal and civil cases, or State reform schools. In addition to THL’s permit, you generally also need a separate research permit or consent from the organisation participating in the study, except when the study concerns State reform schools.

If the study does not concern clients but, for example, employees, you do not need a research permit from THL. In such cases, please contact the relevant organisation regarding their permit practices.

If you require data from shelter service client registers for scientific research, apply for a data use permit from Findata, the social and health data permit authority. THL has been the controller of shelter service client registers since 2015, even though the data are stored in the shelters’ own client information systems. Findata grants data permits for these registers.

No fee is charged for granting a research permit. Findata charges a fee for data permits related to the client register.
