Development of services for victims of human trafficking
The objectives of the content area for developing services for victims of human trafficking are:
- strengthening the competence of professionals working in wellbeing services counties in human trafficking, helping victims of human trafficking
- developing new solutions for the services of victims of human trafficking for which the wellbeing services counties are responsible
- safeguarding the equality and accessibility of service structures for victims of human trafficking
The services for victims of human trafficking are developed in two organisations in the project.
The Vantaa and Kerava Wellbeing Services County will explore the competence, experiences and good practices of social workers on the social services of victims of human trafficking and the implementation of the assessment of service needs. A model for assessing service needs for victims of human trafficking will also be piloted.

The Finnish Institute for Health and Welfare (THL) will interview those entitled to the services of victims of human trafficking offered by the wellbeing services counties but who are not reached by the services for one reason or another on the barriers to seeking the services and examine the experiences of victims of human trafficking using the services of wellbeing services counties regarding the services and service need assessments. The interview data will be used as the basis for drawing up proposals for measures to develop services and to ensure the accessibility and equality of services.

In addition, the Finnish Institute for Health and Welfare will disseminate and establish online training on human trafficking and assistance for victims of human trafficking produced for wellbeing services counties in the period 2021–2023, and prepare a handbook to support the use of the online learning platform. Training will also be provided to professionals in the wellbeing services counties.
