Development of services for migrants
The objective of the content area of the development of services for migrants is to:
- develop social services and official processes to strengthen the integration, active agency, welfare, inclusion and equality of migrant origin persons
- develop social services for migrant origin persons, taking into account the structural reform of integration
- strengthen the equality and accessibility of service structures for migrant origin persons
- promote the active agency, resources and life management skills of migrant origin persons.
The services for migrant origin persons are developed in four different project organisations.
Central Uusimaa Wellbeing Services County is developing smooth healthcare and social welfare processes for people with a refugee background. The aim is to explore good practices at the national level and identify potential challenges in services for migrants in the wellbeing services counties. The aim is to pilot new kinds of solutions and clarify existing processes, taking into account the structural reform of integration.

Moniheli Association is exploring good practices in the cooperation between the wellbeing services counties and non-governmental organisations. This process also includes developing and modelling evidence-based practices that strengthen cooperation between wellbeing services counties and organisations to ensure the accessibility of integration services. The work also involves examining how the participation of migrants could be improved and their voices could be heard in integration services and other official processes. This information will be utilised to develop and model practices that support participation and make migrant origin persons voices heard.

In the part implemented by the Finnish Insitute for Health and Welfare (THL), services for migrants are investigated and developed across four different areas.
THL produces population-level information on the service needs of vulnerable migrants with a high need for social services and who have received insufficient services and presents proposals for action to develop social services. THL’s MoniSuomi and HealthyFinland data sets and the available register data on social services will be utilised in the research.

THL’s second objective is to culturally adapt, pilot and model a psychoeducative intervention that supports migrants’ resources in cooperation with the City of Helsinki’s social services. A handbook will also be prepared to support the implementation of the intervention. During the project, professionals will be trained to become intervention facilitators.

THL’s section also involves investigating, developing and preparing recommendations for the development of social services for migrant origin persons. This will be carried out particularly by examining service paths and collecting information on the functionality of services. The service paths will be investigated by interviewing migrants and professionals working with them and by observing service paths at their different stages.

THL’s measures also include the development of multilingual and accessible eOppiva training for official communications. The training is based on the data collected on the operating methods, good practices and challenges of communications. Data are collected by interviewing professionals and migrant origin customers. The co-creation process, which involves the input of both professionals and customers, is also utilised in the planning of the training. A handbook will be produced to support the training. Finally, the training will be disseminated and established by training professionals.

The City of Kajaani collects experience-based information on migrants’ service experiences and needs and develops services together with the target group and service providers. The aim of the activities is to improve the equality and accessibility of services.
