Aims

To develop and pilot an updated set of indicators that can be used to assess and compare the impact of national-level digital health programmes in the Nordic countries.

Period 4 (01.05.2017 – 30.04.2019)

Aims

  • to test institutional theory for policy analysis
  • to assess sustainability of the Nordic eHealth surveys
  • to further develop common Nordic eHealth indicator pool
  • to develop understanding of users of eHealth indicator work

Key results

In the fourth mandate period (2017–2019) the existing national strategies in the Nordic countries were analysed by applying an institutional theory approach.

The results of the analysis give an overview of issues that need to be solved and improved to reach innovation and sustainability in the area, both at the country level and at the macro level.

In continuation of the strategy analysis and the activities from earlier mandate periods a framework for the indicators was developed to accommodate for the shift in focus in the national policies. The intension is to contribute to further the development of indicators that can be practically monitored in all the Nordic countries.

The efforts to survey citizens use and outcome of eHealth was continued, and it was revealed when surveys have been conducted, how they were organized and who the most important stakeholders were.

Furthermore, it is considered how the surveys were financed and how sustainable they are. A new area became part of the NeRN activities as an understanding of the national and healthcare sector specific security strategies across the Nordic countries.

Comparing initiatives at a strategy level can serve as inspiration for strengthening national and local initiatives and may aid in establishing cyber security insight in the Nordic countries.

Finally, a number of personas were developed to qualify the discussion of who can benefit from the indicators developed in the network, and in what way will they add value.

The network’s third mandate period (2015–2017) delivered recommendations for the long-term management of earlier work.

The research network proposed a system for collecting, analyzing and publishing the effects and benefits of the investment in eHealth and the comparisons between the Nordic countries. Furthermore, the research network analyzed how the network outcomes can be used in a European, WHO, and OECD context. As a third task common indicators that can be used to analyze and compare patients’ and citizens’ use and experiences of eHealth services was identified and presented.

Period 2 (05.05.2013 – 30.04.2015)

Aims

  • to select, assess and report eHealth policy-relevant, comparative data from all comparable Nordic eHealth variables

Key results

The results of the network’s second Mandate period (2013–2015) were published in a Nordic Council of Ministers report. The publication extended the list of common Nordic eHealth indicators, reported lessons learned and recommendations to achieve efficient and easy-to-use benchmarking information. Benchmarking results were presented in the report on altogether 49 common eHealth indicators.

  • to identify common variables from existing eHealth surveys in the Nordic countries, compatible with OECD-eHealth-indicators
  • to test common data reporting
  • to analyse Nordic eHealth strategies, comparing strategy targets to monitoring targets for further focus in common monitoring work

Key results

The results of the network’s first Mandate period (2012–2013) were published in the Nordic Council of Ministers report. It contained a methodology for generating eHealth indicators by combining top-down and bottom-up approaches. It also tested the methodology with four common Nordic Indicators, measuring the availability of certain eHealth systems/functionalities and the use of particular functionalities.
