Public notification
Public notification is used when a decision cannot be served by ordinary or verifiable service, for example due to the large number of recipients. The procedure is based on the Administrative Procedure Act. In public notification, the document is made available for inspection by the recipient at the authority for a specified period of time.
Notice of the document being made available is primarily published on the authority’s website. The notice states what the matter concerns and how long the document will be available for inspection. The notice also indicates the date on which it was published on the website. Service is deemed to have taken place on the seventh day after the date of publication. If the content of the decision is public, it may be published on the website alongside the notice of availability.
