The Finnish Institute for Health and Welfare maintains a Finnish national vaccination register. Vaccination data are collected directly from patient record systems. The vaccination register covers vaccinations given in public primary health care. The data is also obtained on vaccinations administered in specialist medical care and private health care. THL has a statutory duty to monitor vaccination coverage.
The Finnish Institute for Health and Welfare monitors and evaluates the coverage of the national vaccination programme through the national vaccination register. Wellbeing services counties and municipalities also receive information on local vaccination coverage, which enables them to assess the level of vaccination protection in their population, develop vaccination activities, and compare their own coverage with that of other regions and Finland as a whole
Vaccination data are transferred to the vaccination register when the information is recorded correctly in a structured format into a patient information system connected to the Hilmo data transmission. Up to date population data are obtained from the Digital and Population Data Services Agency.

Children’s vaccination coverage is high in Finland
Vaccination coverage among children born in 2023 and 2018 remains at a good national level. A slight increase can be seen in the proportion of completely unvaccinated children, although being unvaccinated remains rare in Finland.

HPV vaccination coverage in Finland is lower than in other Nordic countries
80 percent of girls and 74 percent of boys born in 2012 in Finland have received the HPV vaccine. The target coverage is at least 90 percent in order to stop the circulation of the virus in the population and to reduce the incidence of HPV‑related cancers. This target is achieved in almost all other Nordic countries.

Influenza vaccination coverage among young children is increasing
The influenza vaccination coverage among for young children in the 2025–2026 season was nearly 38 percent, which is more than 5 percentage points higher than in the previous season. The coverage among those aged 65 and over has also increased compared to the previous season. In total, nearly 1.7 million doses of influenza vaccine were administered during the season.

In total, nearly 650 000 COVID 19 booster doses were given during the 2025–2026 season. Nearly 63 percent of people aged 75 and over received COVID 19 booster dose, and among those aged 80 and over the coverage was about 63 percent.
