INVEST flagship – Inequalities, Interventions and a New Welfare State
Objectives
Funded by the Finnish Academy (2019 – 2026), INVEST is a consortium of University of Turku and the Finnish institute for health and welfare. INVEST aims at providing a new model for the welfare state that is more equal, better targeted to problem groups, more anticipatory as well as economically and socially sustainable. Instead of compensation, the new welfare model is based on prevention.
The research area of the INVEST Flagship covers the study fields of sociology, social policy, psychology, child psychiatry, social work, statistics, economics and epidemiology at the University of Turku and the Finnish institute for health and welfare. INVEST research is organised around six research themes that are supported by five research and impact infrastructures. The Finnish institute for health and welfare has a significant role in research and impact infrastructures.
Implementation
The flagship is implemented
- by identifying the limits of well-being and skill development among children and youth
- by identifying benefit and service gaps in the welfare state, and
- by planning, implementing and evaluating interventions based on scientific evidence
- by creating a new welfare state model for Finland.
INVEST flagship takes research data on effective interventions into practice by influencing all stages of the policy process.

The Finnish institute for health and welfare participates in the research of all research fields in domestic and international research groups.

Flagship’s research and impact infrastructures
The Finnish institute for health and welfare is strongly involved in INVEST’s research and impact infrastructures. The role is particularly strong in SciAdHub, which develops the use of research data in decision-making, and in InReg, which promotes the use of extensive registry and gene data in research.
SciAdHub
The Finnish institute for health and welfare is an internationally significant scientific advisory institute with strong experience in state and local government decision-making and implementation. The SciAdHub sdevelop material and courses for researchers on how to most effectively disseminate research knowledge and to how to give effective science advice during each stage of the policy process.
InReg
Globally unique data sources and novel data infrastructure are the backbone of the world-class research that is being conducted in INVEST. InReg develops and compiles new register datasets, takes care of the authorization and user permission processing, updates the existing data sources and is in charge of the internal standardization and metadata recording. It also coordinates and provides training for register data users. INVEST Full Population Data offers researchers a unique register data, which contains the data of the Finnish institute for health and welfare, Kela and Statistics Finland, combined with genetic data from the Finnish institute for health and welfare’s population surveys.
