Sustainable Growth Programme for Finland (RRP)
The Sustainable Growth Programme for Finland supports ecologically, socially and economically sustainable growth.
In the scope of the Sustainable Growth Programme for Finland, THL implements projects under pillars 3 and 4. These pillars are related to the administrative branch of the Ministry of Social Affairs and Health, and the objectives of the projects are:
- accelerate the rise in the employment rate and skills level
- clear the backlog in treatment, rehabilitation and services in healthcare and social welfare that was caused by the coronavirus epidemic
- promote the implementation of the maximum waiting time guarantee by strengthening prevention and the early identification of problems
- strengthen impact-based guidance and the national social welfare and health care database
- support the introduction of digital services that promote the health and social services counties’ maximum waiting time guarantee.
Support for wellbeing services counties
We provide regional projects with development support, such as training and networks. The aim of our specialist support is to streamline regional development work and ensure that the outputs produced in the counties correspond to national specifications and guidelines.
We provide the wellbeing services counties with specialist assistance in developing evidence-based practices and support their implementation. The evidence-based practices developed in RRP projects can be utilised by developers via Innokylä.

Partners
THL’s partners in the Sustainable Growth Programme for Finland include regional projects in wellbeing services counties, DigiFinland Oy, the Digital and Population Data Services Agency (DVV), the Social Insurance Institution of Finland (Kela), the Ministry of Social Affairs and Health (MSAH) and the Finnish Institute of Occupational Health (FIOH).
Funding
The programme is funded from the EU’s one-off recovery instrument (NextGenerationEU). The Ministry of Social Affairs and Health is responsible for the funding of pillar 4 and parts of pillar 3 in Finland.
The programme is implemented in all wellbeing services counties.
