Policy coherence
From an EU perspective, increasing policy coherence requires overcoming many sectoral and organizational barriers, in the Commission, the Council, the Parliament, and in the Member States. Moreover, coherence needs to include governments, sectoral administrations, and those working at local level. Implementing HiAP at the European level requires that health considerations are integrated into the national responses in respect to Community policies.
"Policy coherence is crucial - this means that different government departments' policies complement rather than contradict each other in relation to the production of health and health equity." p.110, WHO Commission on Social Determinants of Health - Final report.
