Service description

These pages provide information and instructions on how to apply for permission to use THL data and how to order data extracts. Research use of confidential data requires a data permit. As a rule, data permits for THL datasets are granted by Findata, the social and health data permit authority.
However, THL itself processes applications related to the following datasets and purposes of use:

  • Permits for forensic sample materials
  • Use of data in clinical studies
  • Data requests for statistical datasets in accordance with the Act on the Secondary Use of Health and Social Data

If you are planning a study concerning clients of shelters, mediation services for criminal and civil cases, or State reform schools, you may apply for a research permit for this purpose.
Research Permit

We also offer data extraction services, which include technical extraction of registry data for research use, quality assurance of datasets, and secure storage of pseudonymisation keys.

The service is intended for researchers, authorities, and organisations implementing projects and programmes. The service is not available to consumers.

What you can expect from us

We provide guidance in preparing permit applications. Once you have submitted a data request, we will process it and deliver the requested dataset once the matter has been finalised.
