The national client satisfaction follow-up study on services for older people is regulated by the Act on care services for the elderly. The national implementation of the survey is carried out every two years by the Finnish Institute for Health and Welfare (THL).
The target group includes all older clients who receive regular or long-term care in home care and in service housing with 24-hour assistance. Elderly care units are responsible for the practical arrangements for the survey, such as providing the questionnaire to their own clients. The survey helps to find out clients’ experiences of service quality and whether the service meets their wishes and needs.
Goals
- Monitor the quality of elderly care services from the perspective of client satisfaction.
- Provide comparative data at national, regional and unit level through an open reporting service.
- Offer information to support knowledge-based management and development in wellbeing services counties and among service providers.
- Support national decision-making by providing information on the quality of services and satisfaction as experienced by older clients.
Implementation
THL provides data collection instructions and materials to elderly care units, which are responsible for the practical arrangements of the survey. In addition, the units ensure that their clients have the opportunity to respond to the survey. Clients receive the questionnaire from their own unit. Both electronic and paper questionnaires are used in data collection. Clients can respond to the survey either independently or with support. Participation in the survey is voluntary for clients.
The latest "Tell us about your service" survey was conducted from 14 January to 31 March 2026, and the first results will be published in autumn 2026. The survey has previously been carried out twice: as a pilot in 2022 and again in 2024.
