The results are preliminary, and the data has not yet been validated with the counties. Validation will be done as the calculation progresses.

The unit costs have been calculated using the 2024 DRG weighting factors and the performance data has been grouped by the NordDRGFull2024 Finland grouper.

¹ DRG (Diagnosis Related Groups) is a specialised medical patient classification system that groups the patient-specific information recorded in hospital information systems according to the content of the treatment; based on diagnosis and treatment data, as well as on cost and medically similar DRG groups.

Unit costs for social welfare services have been calculated from 24-hour service housing for the older people, disabled and mental health rehabilitees and from institutional services for the older people and disabled.

The unit costs of child welfare have been calculated for the care days of the Child Welfare Facility Service.

For primary health care services, unit costs have been calculated from basic reception services, home care for the older people , school and student health care services, maternity and child health clinic services and basic medical outpatient rehabilitation.

Unit costs of primary care ward care have been calculated for ward care days.

THL, STM and VM jointly produce a calculation guide describing the calculation principles used in the national calculation as well as the data sources and methods for the calculation. The guide describes nationally comparable calculation targets (performance structure) for health and social services between wellbeing services counties, as well as calculation methods. The national unit cost calculation method is to be developed for all relevant AURA service categories. Unit cost accounting is updated annually to reflect the latest data.

The instruction contains instructions on the steps of organising the cost calculation in practice. A description of the statutory tasks of organising wellbeing services counties has been published as an appendix to the guidelines.

The guide is intended for wellbeing services counties to implement a cost comparison related to production method analysis. The guide describes two different approaches to implementing cost comparison, which wellbeing services counties can apply and combine in a way that suits their own purposes.
 
Instructions for implementing the cost calculation of remote and digital services

The guide contains basic information on cost accounting related to remote and digital services, which wellbeing services counties can use when planning the implementation of the calculation. The first version of the guide contains a so-called checklist for wellbeing services counties on what factors and cost items should be taken into account in the cost calculation of digital services.
