Cooperation in data structures

THL is active in international networks and promotes interoperability. THL harmonises and translates international information structures for national use and also makes them available to international partners. 

The structures are distributed free of charge via the national code server. Training courses on the use of the structures are organised in cooperation with universities.

Snomed CT

Snomed CT will be implemented in phases in Finland. The use of Snomed CT in Finland has been extended to the pathology laboratories of university hospitals in 2023. THL publishes the classification of pathology laboratory findings on the national code server.

SNOMED CT is used in cross-border health services in the EU and Finland has used them in the correlation tables of national classifications. SNOMED CT is also used in the 116117 helpline and in emergency care as a separate set of values.

THL and the SNOMED CT National Release Centre of the Code Service have translated more than 85,000 SNOMED CT terms into professional and patient-friendly terms.

THL acts as the national contact point between end-users and SNOMED International and THL experts participate in the international activities of SNOMED International (General Assembly, Member Forum and Advisory Expert Groups). In cooperation with the University of Eastern Finland, THL has developed a basic course on SNOMED CT in Finnish to raise awareness of the topic. 

ICD-11

For the implementation of the WHO ICD-11 diagnostic classification, THL has established a separate project for the period 2023-2026 to carry out translation and localisation work, user training, technical changes to data definitions and system support. The translation work will make use of translation technology and artificial intelligence.

THL also participates in international development work at Nordic and global level. The transition from ICD-10 to ICD-11 will be carried out in a safe and secure manner and with support for end-users.
