European project cooperation
European project cooperation in health data management focuses on the consolidation, construction and implementation of the European Health Data Space (EHDS), with a split between primary use and secondary use of the data.
Main projects for primary use
For primary use, project cooperation will focus on building cross-border health services in Europe. These services include cross-border patient record summaries, electronic prescription and drug dispensing, laboratory results, medical images and discharge letters (epicrises).
Maintenance and Continuous Development of Existing Services under MyHealth@EU infrastructure in Finland
The project aims to ensure the interoperability and continuous development of national and international structures for cross-border health services.
Extended EHR@EU Data Space for Primary Use
The project aims to enhance cooperation between Member States on the interoperability and exchange of health data for primary use.
ICD-11 implementation project
Preparations for the introduction of the ICD-11 diagnostic classification will be made between 2023 and 2026. THL will promote the implementation in cooperation with health professionals, organisations, information system providers and other stakeholders.
Main projects for secondary use
Secondary use is key to enabling and facilitating the secure use of health and well-being data for research and decision making, for example. Projects have focused on ensuring data interoperability and quality, metadata, data authorisation applications, remote access systems and defining specifications and processes for transferring data between countries.
Joint Action Towards the European Health Data Space (TEHDAS)
The aim of the TEHDAS joint action project was to create common principles for the use of health data in Europe. The project was coordinated by Sitra and involved 25 participating countries. THL was involved in work package 6 on data quality. The outputs of the project will be further exploited in other projects where appropriate.

HealthData@EU-pilot
The HealthData@EU Pilot project is an EU-funded project and will build a pilot version the European Health Data Space (EHDS) infrastructure for the secondary use of health data which will serve research, innovation, policy making and regulatory proposes.

EU-HIP
The EU-HIP program develops new IT systems as well as strengthens and enhances existing national IT systems for improving health threat assessment in European countries. This is in parallel with the objective of interoperability of EU-national IT systems and the new HERA’s IT platform for intelligence gathering in the field of medical countermeasures.
