Social Security and Services
The Social Security and Services team studies social security and the benefits and services related to it. Our focus lies on researching topical phenomena and reform projects for which we offer scientific advice and expert support. We produce research data for the different stages of decision-making, for assessing the effectiveness and impacts of policy measures, for supporting expert work, for the population and the scientific community.
Our key activities include support for social security reform. We work as researchers, scientific advisors and specialists in the work of the Social Security Committee and other social security reform.
Our priorities are:
- Research, evaluation and expert support on social security and its reforms
We work to strengthen the knowledge base on social security reform and produce impact assessments on the reforms. We are conducting an international comparison of developments in social security and social policy. In addition, we study the prerequisites set by social fundamental and human rights for the reform of the social security service and benefit systems and the impacts of the reforms on the realisation of rights. - Study and assessment of services and benefits for persons in a difficult labour market position
We study and assess the implementation, impacts and effectiveness of policy measures that apply to people of working age who are in a difficult labour market position. Our research focuses on income security, social services and adult social work as well as services that promote rehabilitation and employment. - Quantitative impact assessment and microsimulation of policy measures
The key method for assessing the impact of social security reforms is microsimulation. We maintain and develop simulation competence and conduct research in which we utilise simulation methods. We also use other statistical methods to assess the impacts of policy measures, using register and population survey data. We head the statutory assessment of the adequacy of basic social security, which is carried out every four years. - Welfare economy research, and development of steering mechanisms and policy preparation
The welfare economy research we conduct seeks new ways of understanding the connections between economic indicators and well-being indicators. Interaction between economic, social and ecological welfare plays a key role in our research.
