THL's role
The Finnish Institute for Health and Welfare (THL) is responsible for organising, steering, and developing the service. THL’s tasks also include marketing, compiling statistics, and acting as the government grant authority. The Nollalinja service is provided by Setlementti Tampere ry, which has been the service provider since the start in 2016. The decision on the service provider will be valid until 31 December 2028.
Service description
Nollalinja is a free-of-charge helpline and chat service offering help and support to anyone who has experienced domestic violence or violence against women.
- The Nollalinja helpline (tel. 116 016) is open 24/7, every day of the year.
- The Nollalinja chat service is available Monday–Wednesday from 9 am to 3 pm and Thursday Friday from 2 pm to 8 pm on the Nollalinja website nollalinja.fi/en.
At Nollalinja, you can confidentially and anonymously talk about your situation, experiences of violence, and fears. All employees at Nollalinja are professionals in the field of violence prevention, with training in social work or healthcare.
The helpline and chat staff provide services in Finnish, Swedish, and English. In addition, the helpline offers assistance in nine languages with the help of an interpreter (Arabic, Dari, Spanish, Farsi, Somali, Sorani, Thai, Ukrainian, Russian) around the clock.
On the Nollalinja website, you can find information about domestic violence, violence against women, and shelters in Finnish, Swedish, and English. The information is also available in all interpreted languages, in easy-to-read Finnish, in Finnish Sign Language, and in Northern, Skolt, and Inari Sámi.
THL carries out annual communication and awareness campaigns about the Nollalinja service and the different forms of domestic violence and violence against women. The aim is to increase awareness of Nollalinja and knowledge about the various forms of violence.
Important information about the service
Nollalinja is a special service funded by the Ministry of Justice and partly covered by crime victim charges collected from offenders. The service fulfils the obligation under Article 24 of the Istanbul Convention (Treaty Series 53/2015) and Article 29 of the Directive on combating violence against women and domestic violence to maintain a low-threshold, 24/7 helpline.
Discussions between the person who made contact and the Nollalinja crisis worker at Nollalinja are confidential. You may remain anonymous if you wish. A crisis worker will only file a report with the authorities if the situation requires it (e.g., child welfare needs of a minor or prevention of a serious crime) and you provide the necessary information for the report.
Nollalinja operates in accordance with Finnish legislation and its own practices. Nollalinja staff do not see your contact details in the phone or chat service. Calls will not appear on your phone bill or itemisation.

The Nollalinja website and chat service comply with accessibility requirements. The chat service can serve most people with hearing impairments. Measures to promote accessibility are considered whenever developing the service.
Who is the service for
- Anyone who has experienced domestic violence or its threat, regardless of gender.
- People who have experienced violence against women (respecting self-identification).
- Family members, professionals, and authorities can also contact and consult the service related to a close person’s or client’s situation.
What you can expect from the service provider
Nollalinja’s operations are guided by operating practices and guidelines agreed upon by the service provider and THL, which organises the service. Nollalinja is being continuously developed in cooperation with the service provider. The service provider is responsible for the operational activities.
Fees and charges
The service is free of charge for everyone who needs it – both clients and professionals.
How to use the service and contact us
- The Nollalinja helpline is available at 116 016.
- The Nollalinja chat service is available on the Nollalinja website.
Nollalinja always operates one phone line and has an additional line available for 10 hours a day. If the line is busy, you can stay and wait on the line or call again later. Call-back is not possible because phone numbers are not visible or stored anywhere.
If the Nollalinja chat service is busy, a notification will appear in the chat window. The chat service does not have a waiting queue, so please try again shortly.
Nollalinja uses a new Europe-wide harmonised helpline number for violence against women and domestic violence. The old number 080 005 005 still works, and calls are directed to Nollalinja.
The purpose of the Europe-wide harmonised number is to have the same helpline number available throughout Europe.
- When you call 116 016 from abroad, the call is directed to that country’s helpline.
- If you need support while abroad and want the call to be directed to Finland, use +358 80 005 005. Calls from abroad to Finland are subject to charges.
