THL is responsible for developing Nollalinja in cooperation with the service provider. The development is guided by a development program prepared every 2–3 years. The current program is valid for the period 2026–2028.
THL directs the organisation and provision of the Nollalinja service. Nollalinja’s operations are guided by a steering group that meets at least twice a year.
The steering group members include:
- Representatives of the Ministry of Justice (funder) and the Ministry of Social Affairs and Health
- THL (service organiser)
- Setlementti Tampere ry (service provider)
Feedback on the practical operation of Nollalinja should primarily be directed to the responsible persons within Setlementti Tampere’s organisational structure. You can also contact THL regarding Nollalinja’s operations. If you wish to complain about THL’s role as the body guiding and organising Nollalinja, you can submit a complaint to the Office of the Chancellor of Justice.
Feedback to different bodies can be made informally, for example, by email. Please note that almost all contacts to Nollalinja are anonymous and cannot be traced afterwards.
